hello, i had the same problem as this, although the fix above didn't work for me. i raised a service request and the answer turned out to be pretty simple. open your project in Relationship Manager, find the document in the drop down on the left, right click 'repair drawing'. typically obscure fix for Bentley software. hope this helps!
